The FCA’s Innovation department is looking for talented, motivated and outcome focused individuals with varied experience and backgrounds to join our enthusiastic and diverse team. We sit within the Data, Technology and Innovation Division, which is at the forefront of transforming the FCA as we meet the demands of a digital regulatory future.
We support the FCA to be a progressive and forward-thinking regulator. We protect consumers, encourage competition and enable innovative financial services firms to be the best they can be. We see our role as enabling the financial services sector to achieve its potential. In a nutshell, we want to support businesses in the interest of consumers and markets, not just scrutinise them.
We are currently recruiting for two Lead Associates in our Strategy and Engagement team:
Strategy & Engagement is an exciting team within Innovation. Our primary focus is to keep our finger on the pulse with regards to domestic and international innovation developments. This involves key stakeholder management, ensuring a good understanding of Financial Services innovation both domestically and internationally. The team is also responsible for the Global Financial Innovation Network (GFIN). GFIN is an exciting and well established network, providing members with opportunities to exchange views and collaborate with over 80 regulators
It’s mission is to be a collaborative knowledge and policy sharing network aimed at advancing effective regulatory responses to the use of emerging and more traditional technologies in financial services, by sharing experiences, working jointly on emerging issues and facilitating responsible cross-border experimentation of new ideas.
For anyone thinking of joining prior experience of one or more of the following is a plus:
  • Technology used in financial services innovation such as artificial intelligence, distributed ledger technology / blockchain, crypto, payments, token economics, cloud, application-program interfaces, robotic process automation and ‘as a service’ solutions.
  • Financial services sectors such as retail banking, payments or lending, general insurance, pensions, investments and wholesale markets.
  • FinTechs, RegTechs and the wider financial services industry, including trade bodies, government departments and regulators domestically and/or internationally.
What does the role involve? What are the key responsibilities?
Please note that we are recruiting for the following two roles:
1x Lead Associate Regulatory Engagement (focusing on GFIN)
1x Lead Associate Domestic and International Engagement
A preference of role will be noted at interview stage
  • Team strategy and planning: supports the Manager in the development and planning of the team strategy and priorities relating to either GFIN or International and Domestic Engagement i.e. work/policy/client approach, team planning and/or improvements in methodologies and practices or determining how team prioritises work in line with wider objectives.
  • Management: coaches, mentors and provides guidance for team members. This can involve allocating work (acting as team coordinator/leader). May formally manage small team of up to 3 people.
  • Stakeholder management: leads relationships/owns relationship strategies with internal or external stakeholders. Stakeholders are often of high profile/importance to FCA/PSR (internal or external). This goes beyond building and maintaining relationships with individuals that facilitate the work of the team.
  • Project/Work complexity: project manages or takes a lead on the most complex assignments and projects which have greater consequence or are considered higher profile. Such tasks may require longer term planning from the role holder.
  • Responsibility for technical issues/leadership: acts as escalation point for the wider team with regard to highly technical issues and in some cases contributes to the technical leadership of the team.

Which minimum, essential & desirable skills are required?
We’re a signatory to the Government’s Disability Confident scheme. Minimum
  • Experience of managing small teams for a sustained period of time as a people manager.
  • Extensive experience of working with a range of stakeholders, demonstrating a multi-lateral and international focus.
  • Experience of influencing and delivering through stakeholders.
  • Experience of planning, prioritising and leading the delivering of work through others to time and quality standards, including managing or leading on more complex projects or assignments.
  • A deep understanding of Innovation in Financial Services with demonstrable expertise.
  • Demonstrate the ability to translate complex innovation concepts, benefits and challenges into concise briefings and presentations to ensure key internal and external buy in.
Essential
  • Demonstrate an understanding of the UK and international FinTech & innovation ecosystems inc. key stakeholders and GFIN members.
  • Demonstrate an understanding of how innovation operates at the FCA.
  • Knowledge of FCA Innovation services and focus areas.
  • Be politically savvy with a deep understanding of geopolitical factors that impact Financial Services and Innovation.
  • Display a collaborative approach. A strong team player with the ability to be flexible and pragmatic, taking account of others’ perspectives and adapting to changing circumstances.
  • Strong organisation, prioritisation and time management skills; ability to thrive under pressure, manage competing priorities and deliver to tight deadlines.
  • Good communication skills, including an ability to communicate effectively in person, and to outline complex issues in writing succinctly.
  • Good presentation skills, including preparing presentation collaterals.
  • Good judgement and an ability to quickly identify relevant issues from a wide range of data points and present the outcomes of your analysis quickly, clearly and effectively.
  • The ability to identify, build and maintain constructive relationships with internal and external stakeholders.
Desirable
  • Knowledge and understanding of FCA tools and powers: you will need to consider how we might be able to use our tools and powers to support the development of innovative business models.
  • Commercial awareness: an understanding of financial services firms and the wider economic environment, and how this influence firms developing innovative propositions.
  • An understanding of the political environment the FCA operates in and who our key international partners are.
  • Experience of working directly with Senior Leadership Team.

Additional Information
This role is a Lead Associate Strategy and Engagement in our Regulatory Job Family within our Innovation division. This position is based in London.
Salary £56,000 – £75,000 + benefits package
Job post will close on Wednesday 27th July 2022
