The post of Senior Specialist – EC3 Operations – Head of Team is located in EC3 Operations Unit, European Cyber Crime Centre Department, Operations Directorate.
The Operations Directorate deals with the core business of Europol, improving the effectiveness and cooperation of the competent authorities in the Member States in preventing and combating serious and organised crime, as well as terrorism affecting the Member States. This requires close cooperation with the Liaison Bureaux at Europol and via them with the Operational Teams in the Member States. Europol delivers a number of products and services to national law enforcement agencies to support them in their fight against international serious and organised crime, as well as terrorism. The Operations Directorate hosts five distinct Departments: Operational and Analysis Centre, European Serious Organised Crime Centre, European Cyber Crime Centre, European Counter Terrorism Centre and the European Financial and Economic Crime Centre.
EC3 serves as the centre for the Member States’ fight against cybercrime in the European Union, delivering operational and investigative support to the Member States on complex cybercrime investigations. It also provides support to the European Union’s institutions and Member States in building operational and analytical capacity for investigations and cooperation with external partners. EC3 is the collective voice of European cybercrime investigators across law enforcement.
Operations EC3 is responsible for delivering the operational services of EC3. EC3 Operations has five teams: AP Cyborg (cyber-dependent crime), AP Terminal (payment fraud and on-line fraud schemes), AP Twins (child sexual exploitation), AP Dark Web (criminal use of anonymization services) and the Cyber Intelligence Team (OSINT, cryptocurrency analysis, large data sets processing and cybersecurity engagement). From EC3 Operations there is also the link with the Joint Cybercrime Action Taskforce (J-CAT).
Purpose of the post:
To support, coordinate and guide the work of the technical specialists within Europol’s Focal Points or the Cyber Intel Team. These technical specialists are tasked with receiving and rendering operational information from various sources in complex formats. These require rendering so they can be ingested and accessed within the Europol Analysis System and by the analysts of the applicable Focal Point.
The incumbent reports to the Head of the EC3 Operations Unit.
This post might require participation in a shift system including weekends and nights as well as on-call duty.
FUNCTIONS AND DUTIES
The successful candidate will have to carry out the following main duties:
General Head of Team responsibilities
- Coordinate staff members and external consultants in the team, including providing input on recruitments, assessments and general staff development;
- Report on outcomes and performance, including definition of suitable KPIs;
- Oversee correct and timely execution of administrative processes and procedures in compliance with corporate policies and standards.
- Support the development and the implementation of the Europol strategy in the field of responsibility;
- Identify, define and scope major initiatives and lead or contribute to projects in areas of relevance;
- Collect and analyse data and propose and monitor relevant operational and strategic developments, with a view to advance and evaluate alternatives, advise on implications and provide clear options and recommendations to management;
- Conduct research and analysis on a wide range of issues affecting the organisation in the field of responsibility, coordinating closely with other departments, units and teams and external stakeholders; promote expertise across the department/directorate/organisation and encourage ideas and solutions from all levels to ensure best fitting operational solutions;
- Develop deeper understanding of the stakeholders’ business areas;
- Contribute to the investigations in the Member States by forwarding all relevant information to the National Units;
- Produce operational reports and documents in the area of competence;
- Provide operational and/or forensic support to Member States on the spot and at Europol Headquarters;
- Ensure a continuous and consistent flow of communication on issues in field of responsibility within and outside the Department; build effective relationships with a range of internal and external stakeholders;
- Represent the unit and / or department in internal and external consultations, meetings and policy-related discussions;
- Prepare and deliver presentations summarising key elements of analysis and recommendations on how to tackle more efficiently their area of responsibility to various stakeholders;
- Perform any other duties in the area of competence as assigned by the line-management.
REQUIREMENTS – ELIGIBILITY CRITERIA
a. Candidates must
- Be a member of a competent authority in the meaning of the Article 2a) of the Europol Regulation and enjoy full rights as a citizen of a Member State;
- Produce appropriate character references as to his or her suitability for the performance of the duties;
- Have fulfilled any obligations imposed by the applicable laws on military service;
- Be physically fit to perform the duties pertaining to the position (prior to appointment the successful candidate will be medically examined by one of the institution’s medical officers in order that the institution may be satisfied that the candidate fulfils the requirements of Article 12(2)(d) CEOS);
- Produce evidence of a thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union to the extent necessary for the performance of the duties.
b. Candidates must have
- A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more;
- A level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university education is three years;
- Professional training of an equivalent level in a relevant area (e.g. Police Officer’s School) and after having completed the training, at least the number of years of relevant professional experience as indicated below:

REQUIREMENTS – SELECTION CRITERIA
a. Professional experience (assessed mainly during the shortlisting)
- Professional experience working in area of cybercrime in the one of the EU MS, from investigation point of view as well as from technical (preferably of at least 3 years);
- Professional experience managing staff conducting criminal investigations (preferably of at least 2 years);
- Experience in coordinating investigations on payment fraud, child sexual exploitation and/or high tech crimes;
- Experience in working with big data sets, how to apply machine learning techniques, how law enforcement can benefit from AI and other new technologies.
- Experience using SQL (e.g. MySQL, MSSQL) and NoSQL (e.g. Elasticsearch, Apache Solr, MongoDB) databases;
- Experience in programming and/scripting required to process large volumes of operational data (e.g. C/C++, Python, Java, R).
b. Professional knowledge (assessed during the selection procedure)
- Knowledge of the threats and trends in the areas of payment fraud, child sexual exploitation and/or high tech crimes, as well of the Cyber Security ecosystem;
- Knowledge on international legal instruments in the area of cybercrime, EU legal framework in general and the area of law enforcement cooperation in particular;
- Knowledge related to AI, Machine learning, dealing with big data sets and with other new technologies.
- Training certificate on Cyber Security;
- Training certificate on Cyber Forensic;
- Training certificate on operational analysis and/or specialised analysis software;
- Certifications in one or more of the following: Global Information Assurance Certification (GIAC), Offensive Security Certified Professional (OSCP), Offensive Security Wireless Professional (OSWP), Offensive Security Certified Expert (OSCE), Offensive Security Exploitation Expert (OSEE), Offensive Security Web Expert (OSWE) or similar.
c. General competencies (assessed during the selection procedure)

The Authority Authorised to Conclude Contracts of Employment (AACC) sets up a Selection Committee, composed of at least three members, consisting of one chair and at least one member from the administration and one member designated by the Staff Committee.
For restricted posts (including restricted – Annex II posts), the AACC designates up to two additional members of the Selection Committee if so requested by the Chairperson of the Management Board. The additional members shall consist of a representative of the Presidency of the Council of the European Union or one representative of the Presidency and one representative of another Member State.
The Selection Committee will assess the applications received in order to make an initial selection of those candidates meeting all eligibility criteria and matching best the selection criteria (suitability) set out in this Vacancy Notice.
In case of candidates shortlisted for restricted posts (including restricted – Annex II posts), who had indicated membership of a competent authority in one of the Member States, Europol will seek confirmation from the relevant Europol National Unit to ensure that those candidates indeed belong to a competent authority.
The minimum pass-mark for being shortlisted, i.e. invited to participate in a post-related selection procedure, consisting of a written test, a practical test and a competency-based interview, is established as 60% of the total maximum score.
The Selection Committee will shortlist the candidates scoring at least the minimum pass-mark and above. All candidates having a score equal to 60% of the total maximum score and above will be invited to take part in the first stage of the selection procedure (i.e. a practical test and a written test.
At shortlisting stage, the Selection Committee will also establish the pass-mark for the selection procedure.

- in case of candidates for restricted posts (including restricted – Annex II posts) who had indicated membership of a competent authority in one of the Member States, provide confirmation of his/her membership of a competent authority in one of the Member States within the meaning of the Article 2(a) of the Europol Regulation.
The certificate of good conduct does not substitute a valid security clearance required for all Europol staff at the level indicated in the vacancy notice. Failure to obtain the requisite security clearance before the expiration of the probationary period may be cause for termination of the employment contract.
Candidates who currently hold a valid security clearance at the level indicated in the vacancy notice or above do not need to obtain a certificate of good conduct or a new security clearance and must provide a copy of the current security clearance certificate to Europol prior to the signature of the employment contract. Europol shall verify and confirm the continued validity of the security clearance.
