The Technology Division provides information and system technology services to all business areas in the Bank of England as part of Central Services. Our key objective is to support the policy and operational divisions in order to help enable the Bank’s stated objectives.
This role sits in EAI which is responsible for ensuring IT change is aligned to business priorities, and that the technical and business architecture is appropriate. There are three practices in the EAI area; Business Architecture, Technical Architecture and Business Analysis. Individuals from these teams either have a domain specialism, focussing on the business areas of the Bank, or have an Enterprise-wide focus.
We are currently looking for several positions focussing on the following ‘domains’:
One covering on Central Services (i.e. the supporting functions of the Bank such as HR, Property, Legal, Risk etc.)
One covering Technology (i.e. the IT department)
One covering the Prudential Regulation Authority, Monetary Policy and Financial Stability
And one covering the Markets, Banking and Resolution functions of the Bank
We are looking for several high-calibre Business Architects to join an existing team working in partnership with Bank Directorates to develop strategies and roadmaps that deliver the Bank’s business outcomes.
You will be responsible for the design and delivery of business architecture related artefacts across the Bank’s business and IT change portfolio. This is a fantastic opportunity to help shape the design of initiatives, where the job holder will be expected to:
Work closely with senior business leaders to understand their vision, strategy, outcomes and develop practical roadmaps.
Ensure that investments enhance business capabilities and achieve business goals and objectives.
Act as a link between business and technical experts when designing solutions.
Design and shape the business architecture related artefacts such as Business Models, Operating Models, Business Processes, Capability Maps, Roadmaps, Value Streams etc. through agreed and defined Transition States, ensuring any changes are appropriately governed, agreed and controlled until live.
Ensure all impacts of change to capabilities through each transition state are appropriately considered and modelled.
Contribute to the development of the business architecture practice at the Bank
This role will report into the Bank’s Enterprise Architecture and Innovation (EAI) practice, which is responsible for ensuring IT change is aligned to business priority, and that the architecture is optimised.
As the Business Architect on your assigned domain, you will take ownership of the business architecture deliverables and leading activity to shape the approach and monitor its delivery. You will work to agree a business architecture approach with domain areas aiming to develop a closer understanding of the business vision and how to achieve it. You will be responsible for translating the vision and roadmap into portfolio initiatives.
You will collaboratively work with a range of supporting stakeholders and functions to ensure that the business architecture and associated designs meet agreed stakeholder needs.
You will also be contributing to the evolution of the business architecture function within the Bank and ensuring a consistency of approach.
To undertake this role effectively you will have a very strong knowledge and understanding of business architecture tools and techniques, as well as associated design artefacts. This will enable you to review, challenge, mentor and support delivery of high quality outputs across both your own and dependent teams, using agreed standards and principles for guidance.
You will also be able to flex your approach depending on the nature of the engagement i.e. from formal, structured approaches to more ad-hoc engagements where time is of the essence.
There is also the possibility of some team leadership as the role develops.
Work closely with executives to understand their vision, the business strategy, mission, goals and objectives.
Interpret and contextualise the strategy including both internal and external views and inputs from across the organisation.
Develop concrete domain/enterprise wide multi-year routemaps that incorporate capability based planning approaches.
Define strategies, principles and standards to guide business architecture efforts across the organization.
Develop an enterprise understanding of the core and supporting capabilities of the business, including the people, information, assets, processes, and systems involved.
Work across business and technical teams to ensure technology investment decisions deliver on business outcomes.
Ensure potential initiatives align to the overall business architecture.
Model strategic investment options to inform the change agenda.
Support and contribute to the development of the business architecture community of practice.
Develop the target state and roadmap for operating models supporting changes to the Technology department and align it to major business change projects and their operating models.
Identify interim states and evolution to the target state of these operating models.
Identify dependencies and alignment between the Technology operating model and operating model changes associated with major business change projects.
Support production of Technical views of the Operating Model including across Data, Systems and Infrastructure.
Ensure alignment with other relevant bank frameworks and models (e.g. Risk, Benefit, Cost, Change, etc.) and link the various frameworks and models into one integrated approach.
Maintain knowledge on business and technology trends that impact the business environment.
Act as the business architecture expert on assigned initiatives or domains, and lead internal and external teams through the scoping, shaping and delivery process.
Minimum Essential Criteria
Recent experience working as a business architect on significant business outcomes.
Demonstrable experience of interacting with business and technical stakeholders, possessing the credibility to influence, negotiate, and challenge prevailing thinking.
Comfortable shaping solutions and approaches to ambiguous problems.
Demonstrable experience of being able to lead on knowledge sharing and presenting business architecture outputs with other teams across an organisation.
Ability to take the lead on business architecture engagements whilst working in collaboration with a mixed team that could include architects, business analysts, and other business & technical staff.
Excellent interpersonal and communication skills – both written and oral.
Familiarity working in matrix management structures both in reporting line and delegates, possessing the ability to motivate, empower and mentor a successful team.
Ability to adjust the structure/formality of an engagement based on requirements.
Valid SC (Security Check) clearance or willingness to go through the process.
Excellent knowledge of business architecture tools, techniques and principles including business models, operating models (current, transition and target) views, value streams, capability mapping, and their associated impacts across people, process and technology.
Proven ability to act as a business architecture coach across a wider audience.
Previous knowledge of the Bank or familiarity with the wider banking / financial landscape is helpful.
Awareness and interest in trends across wider technology e.g. Cloud, FinTech, Blockchain, predictive analytics, cyber security, APIs, ISO etc.
Experience of working with both in-house and third-party stakeholders.
Proficiency in the use of enterprise tooling such as EA Sparx, requirements management tools, JIRA/ Confluence, resource management tools (Daptiv), Microsoft 365.
One of Business Architecture Guild Certified Business Architect, BCS Business Architecture or equivalent Business Architecture related qualification or equivalent experience.
TOGAF or equivalent related qualification.

This specific role offers a base salary of £75 – 90k per annum, along with our comprehensive benefits package as follows:
